ENEGEM Phase II Workshop on Cross-Border Renewable Trade

The ENEGEM Phase II Workshop held on 25–26 November 2025 in Langkawi marked a key milestone in advancing Malaysia’s framework for cross-border renewable electricity trade. The workshop brought together representatives from the Ministry of Energy Transition and Water Transformation (PETRA), Suruhanjaya Tenaga (ST), Single Buyer (SB) and the Grid System Operator (GSO) to examine the next phase of the Cross-Border Electricity Sales for Renewable Energy (CBES RE) Scheme under ENEGEM 2.0.

Over the course of one and a half days, participants deliberated on mechanisms to enable third-party cross-border renewable energy transactions. The discussions addressed market design considerations, commercial arrangements, grid readiness and operational parameters required to facilitate secure, transparent and scalable renewable electricity exchanges with neighbouring systems.

Industry stakeholders also provided feedback on implementation challenges, technical constraints and regulatory considerations. These inputs were incorporated into the evolving ENEGEM 2.0 framework to ensure that the market design remains practical, investable and aligned with national policy priorities as well as regional decarbonisation objectives.

Key priorities identified during the workshop included establishing clearer participation rules, streamlining institutional processes for approvals and implementation, and advancing technical assessments to accommodate higher levels of interconnection capacity.

The workshop concluded with the identification of potential implementation models, a high-level action roadmap and indicative timelines for the next phase of ENEGEM 2.0. Through its role in shaping market mechanisms and operational frameworks, Single Buyer continues to strengthen the foundations for cross-border renewable electricity trade, contributing to Malaysia’s aspiration to emerge as a regional hub for green power exchange.
