Strategic Planning Workshop Strengthens Single Buyer’s Market Roadmap

From 13–15 December 2022, Single Buyer convened a three-day Strategic Planning Workshop at Thistle Resort, Port Dickson to define its forward operating model and strategic priorities in an evolving electricity market landscape.

The workshop commenced with a policy briefing on the National Energy Policy 2022–2040 (NEP) delivered by En. Moktar Idham bin Musa, Deputy Director of the Economic Planning Unit (EPU), Prime Minister’s Department. The session highlighted Malaysia’s climate commitments and the National Low Carbon Aspiration 2040, providing macro-policy context for market planning and system development.

Deliberations then focused on generation and operational demand forecasts under Incentive-Based Regulation (IBR) RP4, reinforcing analytical rigour in capacity planning and resource adequacy assessments. Participants also examined findings from MyPower’s “Future-Proofing MESI” study by McKinsey, which identified reform priorities across governance, planning, industry structure and tariff design — including considerations surrounding Single Buyer’s evolving operational framework.

Insights from a recent technical benchmarking visit to Australia were also presented, covering solar deployment, energy storage systems and Integrated System Planning (ISP). These discussions culminated in a breakout session to refine proposals for Integrated System Planning under the upcoming JPPPET
