Strengthening Outage Governance Through OMP Workshops
From January to March 2023, Single Buyer convened a series of Outage Management Process (OMP) workshops in Kuala Lumpur involving TNB Power Generation Sdn. Bhd., Malakoff Corporation Berhad and the Grid System Operator. A subsequent session with Edra Power Holdings Sdn. Bhd. was scheduled for May 2023.
The workshops formed part of Single Buyer’s broader initiative to institutionalise a more structured and transparent outage management framework across 25 generators in Peninsular Malaysia. Building on earlier engagement sessions, the programme clarified contractual requirements and reinforced compliance with the Grid Code and Power Purchase Agreements.
Key focus areas included:
- Defining accountabilities in outage application, evaluation, approval and execution
- Establishing clearer scheduling protocols to safeguard system reliability
- Aligning outage processes with contractual obligations and market implications
The sessions enabled generators, system operators and Single Buyer to align operational expectations and refine procedural discipline in outage planning. By strengthening governance over planned outages, Single Buyer enhances system adequacy, dispatch predictability and overall market confidence.
Through continuous refinement of outage management protocols, Single Buyer reinforces operational transparency and ensures that generation availability is managed within a structured, rules-based framework — a critical foundation for a stable and increasingly dynamic electricity market.
