Understanding LTMS-PIP
LTMS-PIP is a regional power integration initiative that facilitates cross-border electricity among Lao PDR, Thailand, Malaysia, and Singapore.
As part of the ASEAN Power Grid pathway, it reflects ongoing efforts to strengthen regional power system interconnection and enable coordinated electricity trade across participating markets.
LTMS-PIP Background
Regional power integration among Lao PDR, Thailand, Malaysia, and Singapore has progressed in phases since 2014. Initial implementation under the Lao PDR–Thailand–Malaysia Power Integration Project (LTMS-PIP) involved Lao PDR supplying electricity, with Malaysia acting as the purchaser.
Between 2018 and 2021, cross-border power transfers of up to 100 MW were implemented under this arrangement. In June 2022, the framework was expanded to include Singapore, with Lao PDR continuing as the supplier, Thailand and Malaysia serving as wheeling countries, and Singapore acting as the offtaker.
In September 2024, Phase 2 of the initiative was announced, increasing transfer capacity to 200 MW and enabling Malaysia to supply electricity to Singapore, marking further progress in ASEAN multilateral power integration.
