Governance Working Groups

Working groups established by the Single Buyer under Rule 7.6 to improve transparency of the Single Buyer functions and improve the operation of the Single Buyer market by reviewing Single Buyer processes and outcomes and recommending changes to procedures and the Single Buyer Market Rules.


Long Term Demand and Supply Working Group

Long Term Demand and Supply Working Group will be responsible to review, among other things, Five Year Load Forecast Report and Ten Year Load Forecast Report produced by the Single Buyer and Five Year Ahead Dispatch Schedule Report and Ten Year Ahead Generation Capacity Report produced by Single Buyer.


Terms of Reference

1. Introduction

Under the Single Buyer Market Rules, as stipulated in Paragraph 7.6.2, Single Buyer must establish three (3) Single Buyer Working Groups and one of the working groups is Long-Term Demand and Supply Working Group (LDSWG). This Terms of Reference (“TOR”) will address among others, matters concerning the establishment, composition, functions and operations of the LDSWG. 

2. Objectives

The LDSWG will be responsible to provide advice and recommendations to the Single Buyer on the development, processes and outcomes in relation to the following documents:

  1. Five Year Load Forecast Report as produced by Load Forecast Unit of Single Buyer,
  2. Ten Year Load Forecast Report as produced by Load Forecast Unit of Single Buyer,
  3. Five Year Ahead Dispatch Schedule Report as produced by Scheduling Unit of Single Buyer, and
  4. Ten Year Ahead Generation Capacity Report as produced by Capacity Planning Unit of Single Buyer.

3. Membership 

3.1 The LDSWG shall comprise the following permanent members:

  1. Chairman for LDSWG (Chief Executive Officer of Suruhanjaya Tenaga),
  2. Suruhanjaya Tenaga,
  3. Single Buyer,
  4. Ministry of Energy & Natural Resources,
  5. Economic Planning Unit of Prime Minister’s Department,
  6. Public and Private Partnership Unit of Prime Minister’s Department,
  7. Sustainable Energy Development Authority, and
  8. Malaysia Gas Management, Gas and Power Business, Petronas.

3.2 Permanent members shall appoint an alternate member to sit in the meeting in their absence.
3.3 Subject matter experts or other participants may be invited to the meeting as and when necessary. 

4. Quorum

The Chairman and at least three (3) other members listed in paragraph 3.1.

5. Secretariat and Functions

The secretariat for the LDSWG is Suruhanjaya Tenaga. The main functions of the secretariat are as follows:

  1. To advise the Chairman on the need to convene meetings,
  2. To advise members of the LDSWG on the proceedings of the meetings,
  3. To prepare agenda and notification for meetings,
  4. To circulate reports to the members of the LDSWG, and
  5. To prepare minutes of meetings and the documents evidencing the decisions arising from such meetings.

6. Frequency of Meeting

The meeting shall convene twice a year or as and when necessary.

7. Alternate Chairman Whenever the Chairman is unable to attend and conduct the scheduled meeting, the chairmanship shall be taken over by a member of the LDSWG as directed by the Chairman.

8. Minutes of Meeting The minutes of the meeting and the decisions arising from such meeting shall be circulated to the members of the LDSWG within five (5) working days after the meeting is conducted.

9. By-Laws

LDSWG is governed by the Single Buyer Market Rules.

Dispatch Scheduling Working Group

Dispatch Scheduling Working Group will be responsible to review, among other things, the efficiency and effectiveness of the dispatch scheduling procedures performed by the Single Buyer and other Participants in facilitating the achievement of the Single Buyer objectives.


Terms of reference 

1. Introduction

This is a Term of Reference (“TOR”) for the Single Buyer Dispatch Scheduling Working Group (“SBDSWG”). It serves to guide the operations of the short to medium term load forecast, power system dispatch planning and fuel requirement planning from day ahead up to five years.

2. Objectives

The SBDSWG will be responsible to provide advice on the operations of the scheduling of the Single Buyer (in broad terms) on the conduct of the following:

  1. Five Year Dispatch Schedule (based on Five Year Load Forecast retrieved from 10-Year Demand and Supply Forecast Report);
  2. Three Month Ahead Dispatch Schedule;
  3. Week Ahead Dispatch Schedule;
  4. Day Ahead Dispatch Schedule;
  5. Supply Capacity Adequacy Assessment for any Short Term and/or Medium Term [to be amended to “Energy Mix Planning and Assessment for Short Term (1 year) and/or Medium Term (5 years)” - subject to agreement to revise Single Buyer Rules and Malaysia Grid Code]; and
  6. Other relevant task specified in the Single Buyer Rules.

The SBDSWG will:

  1. review issues on efficiency and effectiveness of the dispatch scheduling procedures performed by the Single Buyer and other participants in facilitating the achievement of the Single Buyer objectives;
  2. review appropriateness of timelines in the dispatch scheduling procedures;
  3. review appropriateness of the form and content of Participants’ submissions of inputs to the Single Buyer for the purpose of producing the dispatch schedules;
  4. review appropriateness of the form and content of information disseminated by the Single Buyer to other Participants;
  5. advise and review the Least Cost Dispatch Scheduling Methodology;
  6. advise and review the Dispatch Scheduling Model;
  7. advise and review the current procedures on load forecast, dispatch scheduling and short term planning;
  8. review outcomes and advise on improvements on procedures and methodology for load forecast, dispatch scheduling and short term planning; and
  9. discuss, review and advise on other relevant issues in view of improving efficiency and effectiveness of the short term planning process.

3. Membership

3.1 The SBDSWG shall comprise of the following permanent members:

      i. Suruhanjaya Tenaga
         a. Head of Market Operation as the Chairman
         b. Relevant personnel from the Market Operation of ST

      ii. Single Buyer
         a. General Manager of Market Operation & Assessment as the Secretariat
         b. Relevant personnel from the Market Operation & Assessment of SB

     iii. Grid System Operator
         a. Chief Engineer of Grid Generation Control
         b. Relevant personnel from the Grid Generation Control of GSO

3.2 Permanent members shall appoint an alternate member to sit in the meeting in their absence. 3.3 Subject matter experts or other participants may be invited to the meeting as and when necessary.

4. Terms of Office

The term of office of members is based on the position assumed as indicated above.

5. Quorum

The Chairman and at least two (2) compulsory members from Single Buyer and Grid System Operator.

6. Secretariat and Functions

The secretariat for the SBDSWG is the Single Buyer. The main functions of the secretariat are:

  1. To advise the Chairman on the need to convene meetings.
  2. To advise members of the working group on the proceedings of the meetings.
  3. To prepare agenda and notification for meeting.
  4. To circulate reports to members of the working group.
  5. To prepare minutes of meetings and appropriate action sheets.

7. Frequency of Meeting

The meeting may convene once every quarter or as and when necessary.

8. Alternate Chairman

Whenever the Chairman is unable to attend and conduct the scheduled meeting, chairmanship shall be taken over by a member of the working group as directed by the Chairman.

9. Minutes of Meetings

The minutes of the meeting and decisions arising from such meeting shall be circulated to the members of the working group, at least five (5) working days after the meeting. At the start of each SBDSWG meeting, the previous minutes of meeting is to be confirmed and agreed upon.

10. TOR Review

TOR shall be reviewed and amended as and when necessary.

11. By-laws SBDSWG is governed by the Single Buyer Rules.

Single Buyer Website Working Group

Single Buyer Website Working Group will be responsible to review, among other things, the format and accessibility of the information published on the Single Buyer Website and timelines for publication of such information.


Terms of Reference

1. Introduction

This is a Term of Reference (“TOR”) for the Single Buyer Website Working Group (SBWWG). It serves to guide the development, operations, and maintenance of the Single Buyer Website. 

2. Objectives

In general, the SBWWG will be responsible to provide advice on matters concerning the development, operations and maintenance of the Single Buyer Website, as well as to assist the Single Buyer Department to develop website-related strategies. The responsibilities of the SBWWG will also include, among others: To monitor the content, format and development of the Single Buyer Website, To identify and define how the Single Buyer Website is to be utilized by Single Buyer Market Participants and the general public, and To set standards for Single Buyer Website development and monitoring. The SBWWG will:

  1. provide input into the layout/content of “official” pages,
  2. provide input to develop standards and guidelines for “official” layout/content,
  3. assist in monitoring content to ensure adherence to standards and guidelines,
  4. assist in developing strategies for training/development of departmental contacts (people who maintain departmental or individual pages),
  5. provide feedbacks on suggestions from departmental contacts and users,
  6. promote the Single Buyer Website and optimize its use as a public relation tool for Single Buyer Department, and
  7. keep abreast of new directions in technology and suggest new features for the ever-evolving website.

3. Membership

3.1     The SBWWG shall comprise the following permanent members:

  1. Chairman for SBWWG (Chief Executive Officer of Suruhanjaya Tenaga),
  2. Suruhanjaya Tenaga,
  3. Single Buyer,
  4. Ministry of Energy & Natural Resources,
  5. Grid System Operator (GSO)
  6. Appointed ICT Service Provider

3.2     Permanent members shall appoint an alternate member to sit in the meeting in their absence.
3.3     Subject matter experts or other participants may be invited to the meeting as and when necessary.
